I consulted the wiring diagrams further and found that there was a fan resistor located in the fan housing. After unplugging the connector this is what I found. One terminal was badly damaged on the harness connector.
The resistor was damaged as well.
I spliced in a new harness connector. The connector part numbers are Ford#4U2Z-14S411-DA Motorcraft# WPT822, The Electric Connection #4071
Installed a new resistor.
Hooked the connector to the resistor.
Retested the system and all is well. My guess is that the resistor and its connector were the original problem and poor test methods by the previous shop had pushed the terminal for the relay out of position.
Yes, it has multiple applications on different vehicles. I can assure you though that a WPT822 does look like the connector in the post, unless Motorcraft has made a change since I did the post:)
To clarify:
Is the Radiator fan motor connector the same thing as the harness connector that connects to the resistor? Because it was identified as the Fan Motor connector, I just wanted to make sure it was also a resistor connector

I appreciate your comment but I don’t quite understand your point? Does their picture not match the one in the post? Does it not fit your resistor? Are you looking for a resistor connector for the radiator fan or the blower fan?
I went to rockauto.com for part WPT822, and got a Radiator Fan Motor Connector (http://www.rockauto.com/catalog/moreinfo.php?pk=963054). The picture looks substantially different from the resistor connector
The connector part numbers are Ford#4U2Z-14S411-DA
