This 2001 Honda Civic came in with a multitude of problems one of which was a code P1298 stored for an ELD fault (electric load detector circuit input high). I had never had to actually test one of these before although I knew that they existed. The ELD sends a signal to the engine control computer so that the computer can adjust the alternator output in relation to power consumption. The ELD is located in the underhood fuse box. I am pointing to it with my screw driver.
To test the ELD I had to lift the underhood fuse box and remove the bottom cover. Once removed I could access the wiring for the ELD. The wire on the far right of the connector is power supply (battery voltage).
The wire in the middle of the connector is battery ground.
The wire on the far left of the connector is a five volt signal sent from the computer. The ELD will pull the voltage lower with increased system load and should vary with a change in load. For example if the blower or headlights are turned on it should drop. This particular unit was stuck at 3.81 volts and would not change with no loads or full loads applied. If the voltage had been near zero I would have had to unplug the connector and see if the five volt reference signal was being sent by the computer and wiring.
After testing and finding a faulty ELD, it was very easy to change. I removed the four adjoining phillips headed screws that held the two PAL fuses in place.
I released the latch on the harness connector and unplugged the connector.
With the wiring removed I simply lifted the unit. Slid the bar out and installed the new unit.

As far as I know it will not keep the engine from running.

Unfortunately, your car will need a lot of testing by someone with the right tools and experience.
sparky, i have a 03 civic si it has bc cams duel springs header exhaust system and intake. i had my fuel adjusted with apexi neo afc so i dont run lean from the cams. the cat is stock still. my cel came on and i get codes p1298 and p1072 for too rich in bay 1. my battery died n i replaced it still getting these codes. the dyno says i am not running lean or rich after a good valve adjustment. yesterday while light on my exhaust sounds n feels loader especially under my seat where cat is. i dont think anything is wrong in head ie cams sensors. the car also felt a tad held back during acceleration. can my cat be getting backed up n going bad causing it to heat up sending rich code n intern causing alt to over charge n send eld code? plz help.
Glad your Civic is running well again. I have a few questions for you though. Could you explain a little more about a high and low pressure fuel filter? Did you mean the fuel filter and the in tank fuel strainer?
An alternator putting out 25 volts is certainly a problem and was likely to have been the main source of your drive ability issues. Did you also find and correct what was causing the alternator to get wet? Proper output voltage should be between 13 and 15 volts. The higher the temperature the lower the voltage.
The high and low fuel filters are only in the GX models that runs on natural gas (CNG). The alternator was getting wet during rain and when I ran over puddles. It over heated the battery and I had to replaced that as well
