My ac/heater continues to run in the off position. How do I get this to stop?

I had to change out the mode actuator as it was blowing out hot air. But before I mounted it I turned on the truck and notice the gears continued to turn while the ac/heater was in the off position. I believe this is why it broke in the first place. It was going back and forth.

You should not connect the wiring to the actuator unless the actuator is mounted to the box. Doing so may damage the new actuator.

It is normal for the controller to interact some with the actuators even with the control panel off. Especially if your truck has auto temperature controls.

The old actuator moving back and forth was likely a result of the internal position sensor failing causing the controller to over command the actuator to get it to a desired position.

I hope your meant to say you changed the blend/temperature door actuator and not the mode actuator to correct the hot air issue.
