HVAC Actuator can’t line up the screws?

I have a 2009 Chevy Impala with clicking noise inside glovebox. I bought a new Door Actuator and when I try to put it in, the white gear box Port is not in correct alignment so I can attach it with the screw holes. I can’t seem to find the answer how to get this in the right position. Is the white part supposed to move so I can adjust the holes for the screws? It seems frozen and I don’t want to break the new one.

Most of the time you can rotate the door shaft to line up with where the actuator shaft is positioned. Have you tried that?
