On relay, 4 connections, as seen on your photos, upper right hot, put tester on positive pole of battery and lower right is a ground. Left upper, and left lower are not grounded???? Swapped out another relay and it still did not work??? Thanks

The upper left terminal is a return ground from the blower motor. If no ground is found there with the test light clamped to the battery positive terminal then there is either a faulty blower motor, an open in the ground control side of the blower motor or a wiring connection. Keep in mind that the blower switch (high position preferred) has to be on also to have the ground signal present. You stated that the motor is good so the next place I would look would be the blower resistor or basic wiring.
