Do you have any guidance for chasing down a problem with my cruise control

Vehicle: 1986 Toyota Celica GT, 2.0L SOHC engine

Hello,
The cruise control on my vehicle stopped working. I have checked fuses and vacuum lines, and they’re all good. The line from the actuator to the throttle is good. I have the factory service manual, and I followed their procedures and tested the switches, and they all work.
Do you have any suggestions?

Check to make sure all stoplights are working correctly. Check to make sure there are no missing bump stops that would normally be working the switches on the brake and clutch pedal brackets.
