I have a 2003 Crown vic P71, when I change the vent control from dash to floor, mix and defrost, I hear the actuator moving but the air flow stays at the dash vents. There is very little air flow out the defrost or floor. |

Are you sure you are hearing the actuators move or are you hearing the vacuum solenoids in the control panel cycling? |
